Cheat Menu
To get to the cheat menu you go from the main menu to options, highlight the Continues 3 option then hold the block and run buttons simultaneously for about 10 seconds or until the secret menu appears.

Secret Characters
Goro: At the fighter select highlight and select the 'hidden' button which is located at the bottom of the screen. Now move up x3 and then left once, highlighting Shamrock. Now press run and block simultaneously.
Noob Saibot: Again select the hidden button as before, but this time move up x2 and left once, highlighting Reiko, then press run and block at the same time.
